Questionable Bathroom Container.

One of the most puzzling things I’ve seen on my trip thus far was a container in the Madrid airport bathroom. Walking into the stall, everything is normal, except this strange yellow container in the top right corner…
Upon closer inspection, the container reads “BIOHAZARD: CONTAMINATED SHARPS ONLY”
I’m puzzled as to what, exactly, this is for. I can’t imagine there’s a great enough diabetic population going through Madrid as to require sharps containers… also, if this was aimed at diabetics, wouldn’t there be more of them, say, in… oh, everywhere? My other guess is for heroin needles – but isn’t heroin illegal in Spain? Is this kind of like a needle-exchange sort of thing where there’s the tacit acceptance that if you’re going to do this, you should be clean?
